The Directorate-General PersoPoint of the FPS Policy & Support (BOSA) manages the personnel and payroll administration of its client organisations.
PersoPoint assists its clients' statutory and contractual civil servants throughout their careers in the federal government. We thus offer a full package of HR expertise and support:

To support the many projects that PersoPoint undertakes to optimise its services, we are looking for the necessary reinforcement in terms of project management.
The project manager is part of the Program & Service Management department within DG PersoPoint. In this position, you will be responsible for the project-based follow-up of one or more projects of various kinds:
- Technical and functional upgrades or changes to the applications within PersoPoint
- Follow up the onboarding of customers and/or the changes to their setup within PersoPoint and/or the implementation of specific requirements (technical and functional) for PersoPoint's various customers
- Adjustments in the area of internal and external system integrations
- Optimisation and automation projects in the area of the e2e business processes and their application implementation
Your duties will be as follows:
- Managing and following up the functional and technical teams responsible for delivery.
- Drawing up the project planning(s), monitoring the progress and managing the risks and issues linked to the project
- Monitoring the interdependencies between current projects with an impact on PersoPoint's systems
- Ensuring project reporting in terms of scope, timing & budget (use of resources)
- Quality control of the delivered data
Participating in and/or organising the various consultation and steering bodies for the projects in line with BOSA's own project methodology
Knowledge & experience requirements:
PersoPoint is looking for a senior profile with at least 10 years' experience in a similar position and a Master's Degree.
The candidate should have the following technical competencies:
- Demonstrated, robust proficiency in project management, with knowledge of PM techniques and methodologies (PRINCE2, PMP, Agile) and an understanding of process analysis and service management. A certificate in Project Management is a plus.
- 10 years of relevant experience with ERP systems and this with regard to Personnel Management and Remuneration (PeopleSoft HCM and/or SAP HR is an additional asset) as well as with managing the corrective and evolutionary maintenance of such IT solutions.
- 5 years of relevant experience with service management techniques, processes (ITIL) and tools.
- Have demonstrable knowledge and experience of the operation and processes of a social secretariat or “shared service centre” and HRM processes including personnel management and payroll processing (pay and postpay)
- Additional plus points:
- Have knowledge and experience of HRM processes including personnel management and payroll processing (pay and postpay) in the public sector
- Affinity with government careers and statutes within the public sector
- Affinity with public procurement procedures
As Project Manager, you work seamlessly with your project team and other stakeholders. For example, you work together with the various service providers according to the contract agreements and you call on PersoPoint's business analysts for the evaluation of all change requests within the scope of the project.
You know how to convey a message clearly to the customer, the business and the technical teams.
You spend sufficient time to prepare good documentation and share your knowledge.
You autonomously ensure that you remain informed about the latest evolutions in the field of personnel and payroll administration.
You think out-of-the-box and are able to make innovative (improvement) proposals with the aim of increased and better service.
